Moreno Valley: Parents Arrested after Luring their 10-year old Boy in Foster Care away from School Thursday

On Thursday, March 21, 2019 at approximately 1520 hours, officers assigned to the Moreno Valley Police Department responded to a possible child abduction regarding a 10-year old male who failed to report to the after-school care program.

Officers arrived at the school and learned the 10-year old male juvenile who was living with a foster family was last seen leaving the school campus at the end of the normal school day with a woman who resembled his biological birth mother.

The subsequent investigation revealed the biological parents who did not have custodial rights to the juvenile, contacted the juvenile and lured him away from the school. A large-scale search operation and investigation was initiated simultaneously which ultimately led investigators to the city of Hemet where the missing juvenile and both biological parents were located.

The biological parents, Jerry Frazier and Chasity Chaianti Phillips, both 42 and from Hemet were arrested without incident and later booked into jail for conspiracy and child stealing. The juvenile was later safely returned to foster care unharmed.

The Moreno Valley Police Department will be vigilant in arresting violators of the law.
