Murrieta: Traffic Stop Leads to Narcotics and Felony Warrant Arrest

On 11/10/16 at 7:55 p.m. a Murrieta Police Officer conducted a traffic stop in the area of Winchester Road and Robert Trent Jones Parkway. The Officer conducted a records check on the two occupants of the vehicle. The records check revealed that the passenger, Thatcher Demamiel, was on Post Release Community Supervision (PRCS) for domestic violence. The check also revealed that he had an outstanding felony warrant for violation of his PRCS for his arrest.

During a search of Mr. Demamiel subsequent to his arrest and per the terms of his probation, officers located narcotics and narcotics paraphernalia. Mr. Demamiel was arrested for the felony warrant, the possession of the narcotics and narcotics paraphernalia. He was booked into the Southwest Detention Center. Assembly Bill 109, the Public Safety Realignment Act of 2011, and voter- approved Proposition 47 have created serious burdens for law enforcement and the judicial system. AB 109 shifted responsibility for managing “non-serious, non-violent” felons from the state to counties, ratcheting up the strain on local jail space. AB 109 is responsible for the early release of a large number of offenders into California communities. Prop 47, passed in November of 2014, has added to the burden by reducing numerous drug and property crimes to misdemeanors.

It should be noted that Mr. Demamiel is a product of Assembly Bill 109. Local communities like Murrieta have felt the effects of Assembly Bill 109. The above arrest demonstrates the impact of these mandates on the citizens of Murrieta. The Murrieta Police Department recognizes the concerns associated with these mandates and we continue to proactively arrest the offenders that victimize our residents. Many of these arrests are generated by alert citizens that call in suspicious activity. We encourage our residents to stay vigilant in their reporting of crime.
